Caso tiver usando o NO-IP libere ele em C:\Windows\System32\drivers\etc é abra o arquivo hosts com o bloco de notas vai ter algo assim

Coloque o seu nome ip depois de localhost ou a ultima coisa que tiver, lembrese de deixar o espaço
